Application for Dog License
Every person owning or having charge, care or control over a dog, shall annually secure a license and tag from the City of Soledad, after the dog attains the age of four months. For the issuance of a license and tag, a current rabies vaccination certificate must be submitted along with the dog license application. All licenses shall be due on May 1 st of each year and are delinquent on June 1 st of each year. A copy of the City Ordinance on dog licenses is available at City Hall.
Garage Sale Permit
Prior to holding a garage sale, a permit must first be obtained from the City of Soledad’s Finance Department. For the issuance of a garage sale permit, an application must be submitted by the tenant or property owner of the premises where a garage sale is being conducted. A total of two permits per year, one every six months, at no fee can be issued to a person. A copy of the City ordinance on garage sale permits and regulations is available at City Hall.
Utility Service
Request
For the request of utility services, the new tenant or owner must complete and submit an application for services at City Hall. A valid identification form, your social security number and $100.00 deposit will be needed at the time services are requested. The deposit only applies to tenants who are renting not to home owners.
The utility bills are due every third Wednesday of each month. Any payments paid past the due date will receive a 10% penalty fee based on the amount owed, which will be applied to the account balance. Any accounts that are 2 months past due will be at risk of having water services disconnected if no payment is received on the due date before 1:00 pm. A penalty fee of $25.00 will be charged for reconnection of service to those accounts that had service interrupted.
Discontinuation
Once the tenant or home owner moves from the address it is very important that City Hall is notified by completing a Disconnection Service Request form that must be signed by tenant or home owner. If City hall is not notified the account will remain open and billing will continue for the services under your responsibility.
Change of Billing Address Request
To change the address to a different billing location instead of billing to the service address, a request must be submitted to City Hall by filling out a Change of Request form. Only the account holder which name(s) appear on the bill is able to request an address change.
Garbage Service Change Request
If a tenant or home owner needs to make a change on garbage can services, the account holder must notify City Hall of the change by completing a Garbage Service Change Request form. Notifying City Hall will avoid any billing fees for extra garbage and will ensure that the correct fees are being billed for the amount of garbage services being used.
Advertisement for Community Channel
All requests for paid personal advertisements must be submitted on the appropriate form that is provided at City Hall. A minimum of three working days prior to the first requested broadcasted date must be given. Any one advertisement may be broadcasted for no more than two consecutive weeks and shall be limited to one screen. This applies to all citizens, non-profit agencies, organizations and public agencies. A copy of the City Ordinance on Community Cable Channel is available at City Hall.
Solicitor License
Any solicitors, peddlers and transient vendors must apply for a Solicitor License before doing any business in the City of Soledad. An applicant can pick up a copy of the application package at the City of Soledad. All fees shall be paid to the finance department at the time the packet is turned in. These fees include a $61.00 Solicitor License processing fee plus a $15.00 fingerprinting fee. (These fees are established by Resolution No. 1937). If application is approved, a Business License is also required to be purchased at a cost $3.00 a day or $12.00 per month maximum. Business License
No person shall engage in any of the businesses, trades, professions, callings and occupations in the city without first having procured a license from the city to do so and without complying with all applicable provisions of chapter 5.04 from the City’s ordinance.
A separate license must be obtained for each branch establishment or location of the business transacted and carried on, and for each separate type of business at the same location, and each license authorizes the licensee to transact and carry on only the business licensed there by at the location or in the manner designated in the license.
Upon a person making application for the first license to be issued or for a newly established business, in all cases where the amount of the license tax to be paid is based upon gross receipts. The person shall furnish to his tax collector for his guidance in ascertaining the amount of license tax to be paid by the applicant. A written statement upon the form provided by the City Clerk, sworn to before a person authorized to administer oaths, setting forth such information as may be necessary to properly determine the amount of the license tax to be paid by the applicant.
If the amount of license tax to be paid by the applicant is based upon gross receipts, then he shall estimate the gross receipts for the period to be covered by the license issued. The estimate shall then be used to determine the license tax to be paid by the applicant as tentative only. The person shall, with in thirty days after the expiration period of the license provide the final and certain gross receipts and pay the license fee for the period the license was issued along with the renewal fee.
