City of Soledad adopted a new five-year strategic plan (2025–2030) in January 2026, focusing on ten key pillars, including economic development, housing, safety, and infrastructure, to guide city operations, budgeting, and growth. Key Pillars and Goals (2025–2030)
Based on the Siempre Soledad General Plan, the strategic plan is structured around nine foundational pillars, with a 10th focusing on internal operations:
- Economic Development & Downtown: Focus on attracting/retaining businesses, strengthening the downtown corridor, and promoting tourism.
- Housing & Community: Addressing housing needs for a growing population and developing community spaces.
- Infrastructure & Mobility: Upgrading transportation, broadband, and utilities.
- Environmental Justice & Safety: Ensuring equity and safety in city planning.
- Youth, Health, & Education: Investing in community services and youth programs.
Key Projects and Initiatives
- Downtown Specific Plan: Revitalizing the historic Front Street area with a new multi-modal transportation center, hotel, and theater.
- General Plan Update: The 2045 General Plan is being updated to align with the strategic goals, focusing on long-term growth and environmental impact, with workshops held in late 2025.
- Sustainability: Implementation of the Soledad Recycled Water Project.
- Homelessness & Data: Conducting the 2026 Point-in-Time Count to secure funding and guide planning.
