The Engineering Services Division’s goal is to provide quality engineering, construction, and inspection services that enhance the safety and environment of the community. The division strives to conduct business in an ethical manner that promotes excellent customer service, communication, integrity, and efficiency.
Core responsibilities:
- Manage the Capital Improvement Program (CIP) — including streets, traffic control, lighting, parks, and City facilities.
- Oversee Special Benefit Assessment Districts and flood control systems.
- Review and inspect public and private development projects for compliance with City codes, NPDES, FEMA, and the Subdivision Map Act.
- Issue encroachment, grading, and street improvement permits.
- Provide technical guidance to ensure all construction meets City standards.
- Administer the Cost Share Sidewalk Program and transportation permits for oversized loads.
Development & Inspection Services
The Engineering team partners with developers and other City departments from project concept to completion.
Responsibilities include:
- Reviewing development plans, reports, and maps
- Setting project conditions and maintaining record drawings.
- Inspecting construction work to ensure compliance with City requirements.
- Coordinating with the Community & Economic Development Department for technical plan reviews.

Street Maintenance
In coordination with Public Works maintenance crews, Engineering supports:
- Pothole repair and pavement patching
- Grading of unimproved streets and alleys
- Curb, gutter, and ramp repairs
- Street sweeping and general upkeep
